IMF Upgrades Zimbabwe’s 2025 Economic Outlook Backed by Strong Agricultural and Mining Performance

The International Monetary Fund (IMF) has revised Zimbabwe’s 2025 economic outlook upwards, citing a stronger-than-expected recovery driven primarily by robust agricultural output and solid mining sector performance. The announcement follows a week-long IMF mission to Harare led by Mr Wojciech Maliszewski, which concluded on 5 November 2025.

Zimbabwe’s economic resurgence in 2025 is marked by easing inflation, a stable exchange rate, and notable gains in both agriculture and mining, particularly in gold and lithium exports. These improvements have bolstered foreign currency inflows and enhanced economic stability.

Mr Maliszewski remarked, “Zimbabwe’s economic recovery in 2025 is stronger than previously anticipated, given the rebound in agriculture and solid performances in mining, while inflation has continued to significantly ease, supported by a stable foreign exchange rate. The economy is expected to maintain strong momentum in 2026.”

During the mission, IMF officials met with key stakeholders, including Finance Minister Hon. Mthuli Ncube and the Reserve Bank of Zimbabwe Governor, Dr John Mushayavanhu. Discussions centred on the 2026 budget framework with a focus on reinforcing fiscal discipline by aligning government expenditures with revenues and sustainable, non-inflationary financing sources.

The IMF emphasised the importance of avoiding accumulation of fiscal arrears and adopting credible revenue projections supported by concrete policy and administrative tax measures. Strengthening expenditure management was identified as a crucial step toward fiscal resilience and managing macroeconomic risks.

The mission also addressed Zimbabwe’s request for a Staff Monitored Programme (SMP) to support reforms aimed at sustaining macroeconomic stability. “IMF staff stand ready to resume discussions upon progress towards addressing key policy issues highlighted in the Article IV consultations, including aligning the 2026 budget with the objective of sustaining macroeconomic stability,” Maliszewski added.

This upward revision of Zimbabwe’s economic outlook is anticipated to increase investor confidence and advance the country’s engagement with international financial institutions. The positive economic trajectory supports the nation’s aspirations under its National Development Strategy 1 (NDS1) to sustain growth, reduce poverty, and enhance living standards.

In the agricultural sector, the recovery is particularly significant given Zimbabwe’s vulnerability to climate change and historically unpredictable rainfall patterns. The improved performance boosts food security and rural livelihoods, offering hope to smallholder farmers and communities.

Similarly, the mining sector’s robustness, led by exports of precious minerals like gold and lithium, provides valuable foreign currency that underpins macroeconomic stability and funds vital government programmes.

Overall, the IMF’s updated assessment provides an optimistic outlook for Zimbabwe’s economic future, signalling that prudent fiscal management and continued sectoral growth can drive sustainable development and increased resilience.

For Zimbabwean farmers and policymakers alike, the IMF’s endorsement underscores the importance of targeted economic reforms, sound fiscal discipline, and investment in productive sectors to maintain growth momentum and improve livelihoods across the country.
